Anti-retroviral Therapy (ART)Department of Health and Human Services (DHHS) guidelines currently recommend ART for all people living with HIV. Increasing data show a medical benefit to the client when immediate ART is initiated, particularly during acute/early HIV infection.ART decreases the amount of HIV virus in the blood to detectable levels, which makes people far less likely to progress to developing AIDS and greatly reduces the risk of transmitting HIV to sexual partners. Many clients report that the decision to start ART and quickly achieving undetectable levels of HIV virus, provides them with the first experience of empowerment in living with HIV.On a daily basis, healthcare providers and community partners notify DOH-Broward about potential Test and Treat clients. DOH-Broward staff meet the clients immediately, offering them the option of Test and Treat. If the client accepts, a staff member accompanies the client to see an HIV primary care physician the same day at one of the participating Test and Treat providers. By Paula M. Thaqi (M.D., M.P.H) Director, Florida Department of Health in Broward County. The Florida Department of Health (DOH) in Broward County is implementing four key components to reduce rates of new HIV infections in Broward. These components include routine HIV testing in the healthcare setting and targeted testing in the non-healthcare setting, HIV Pre-exposure Prophylaxis (PrEP), and Non-occupational Post Exposure Prophylaxis (nPEP), community outreach, and Test and Treat. Test and Treat providersThese providers include: AIDS Healthcare Foundation, Broward Community and Family Health Centers, Broward Health, Care Resource, Children’s Diagnostic and Treatment Center, Memorial Healthcare Systems and several private infectious disease practices. In most cases, the client receives a 30-day supply of medication immediately.DOH-Broward staff follow Test and Treat clients closely to ensure they have completed the eligibility process for services. Also, that they are connected to all appropriate services, keep appointments and are taking their medication every day. Staff also assists with addressing barriers and navigating the system of care.DOH-Broward, together with our partners, works to build on the success of the first four months of the Test and Treat program, and continuously improve the process for our community.Along with the implementation of routine HIV testing in the healthcare setting and targeted testing in the non-healthcare setting, PrEP and nPEP and community outreach, Test and Treat has the potential to prevent new HIV infections in our community and improve the health of people living with HIV/AIDS.For more information, please visit broward.floridahealth.gov or call 954-467-4700 ext. 5233. Former international football official, Austin Jack Warner. PORT OF SPAIN, Trinidad – The Trinidad and Tobago Court of Appeal Tuesday dismissed a judicial review by former international football official, Austin Jack Warner, challenging his extradition to the United States where he is wanted on charges of fraud arising out of a Fédération Internationale de Football Association (FIFA) bribery scandal.Warner, a former TT government minister, had earlier appealed the ruling by High Court judge James Aboud, who had dismissed the claim for judicial review.Warner had challenged the process by which the extradition proceedings against him were being carried out and sought to quash the authority to proceed (ATP) which was signed in 2016 by Attorney General Faris Al-Rawi.The ATP gave the magistrate the green light to begin committal proceedings. Warner also challenged the legality of the Extradition (Commonwealth and Foreign Territories) Act, and the treaty signed between this country and the US.21-day stayBut in dismissing the latest claim, the three-member Appeals Court, stayed the magisterial proceedings for 21 days pending an application by Warner for permission to argue his case at the London-based Privy Council, the country’s highest and final court. No merit in Warner’s caseIn the 40-page written decision, the Court of Appeal comprising Justices Gregory Smith, Prakash Moosai and Andre des Vignes said the extradition treaty had not been shown to lack conformity with the Act and there was no merit in Warner’s case that the US order which declared that country as a declared foreign territory was not valid.“Therefore, the pending extradition proceedings in respect of the appellant before the magistrate are valid,” the Court of Appeal ruled, adding that “there was no denial of justice in the issuance of the ATP by the Attorney General”.Warner, who is on TT$2.5 million bail, was indicted by US authorities over allegations of racketeering, wire fraud and money-laundering conspiracies spanning 24 years. Warner, who served as FIFA vice-president for several years, is charged with 12 offences related to racketeering, corruption and money laundering allegedly committed in the jurisdiction of the United States and Trinidad and Tobago, dating as far back as 1990.But Warner claims the case against him is politically motivated and accuses the United States of seeking revenge because it lost to Qatar in its bid to host the 2022 World Cup.”He surrendered himself to police here on May 27, 2015, after learning of the provisional warrant.
With over 3 million working nurses in the US today, nurses make up the highest percentage of the US healthcare workforce. Although many people might not be aware, nurses are more likely to sustain a back injury on a shift than construction workers, and they walk an average of 5 kilometers per shift, as caring for others’ health is such an active job! In 1953, Dorothy Sutherland of the U.S. Department of Health, Education and Welfare sent a proposal to President Eisenhower asking him to proclaim a “Nurse Day” in October of the following year to coincide with the anniversary. Although the President didn’t act, the celebration was observed thanks to a bill sponsored by Representative Frances P. Bolton, and the following year a new bill was introduced to Congress lobbying for official recognition of the celebration. To nurses of all ranks in the United States and the Caribbean, and wherever, you are celebrated with utmost sincerity, and as you commemorate this special day and week dedicated to your services, please know you are sincerely appreciated. Yet the week was first observed in the US in October 1954 to mark the 100th anniversary of Nightingale’s pioneering work in Crimea. Today, Wednesday, May 6 is National Nurses Day, the first day of National Nursing Week, which concludes on May 12, Florence Nightingale’s birthday. Twenty years later, in February of 1974, President Nixon proclaimed a National Nurse Week to be celebrated annually in May. Over the next eight years, various nursing organizations including the American Nurses Association (ANA) rallied to support calls for a “National Recognition Day for Nurses” on May 6, which was eventually proclaimed by President Ronald Reagan in 1982. This year, celebrating the work of nurses globally is extremely special in light of the work and the challenges nurses have been undergoing for the past several weeks, and currently, as they attend to patients who have contracted the coronavirus. They, along with doctors and other medical staff, are relentlessly at the front line of this global pandemic working under trying circumstances, and risking their own health and lives. In recent weeks the residents of several nations, including residents of several American cities, have been publicly praising and thanking nurses for their yeoman-like services. No praise can be high enough to thank our nurses for their hard work. They made a commitment to save lives through thick and thin, through the most dreadful of circumstances and they have blatantly been showing this commitment during the dreadful current COVID-19 pandemic. If you think nurses are only found in hospitals, then think again! The majority of registered nurses (59 percent) practice elsewhere, such as a nursing home or on home visits. They work across communities to keep people worldwide happy and healthy, and National Nurses Day is the perfect opportunity to show your appreciation for their important work!

Share Unibet backs #GoRacingGreen as lead racing charity July 28, 2020 Scott LongleyThe now discontinued Authorised Betting Partner (ABP) scheme initiated by the British Horseracing Authority (BHA) to fill the funding gap left by offshore operators sidelining the old levy scheme raised £12m in its first-and-only year of operation._________________________According to the BHA’s annual report published at the very end of May, the ABP help fill a revenue gap ahead of the introduction of the new Levy scheme at the beginning of April.Chief executive Nick Rust said in his introduction that he wanted to say thank you to all the betting partners who entered into the voluntary arrangement. “As well as securing income of more than £12 million, the ABP scheme was an important factor in helping to secure support from government to replace the outdated Levy scheme,’ he said.“Now that we have a level playing field, we look forward to working closely with all betting operators to grow our sport for our mutual benefit.”Added to the money from the existing Levy (£61.9), racing had a total of £73.9m to distribute, of which £48.9m went to prize money and bonus schemes, £16.4m went towards regulation and integrity services and a further £2.9m was apportioned towards racecourse fixture incentives, while the remaining £5.7m went on various training, veterinary and other administrative expenses. In total, eight bookmakers signed up to the ABP over the course of the year including Betfair, bet365, BetVictor and Sky Betting and Gaming. The BHA was keen to trumpet the degree of involvement on the part of the eight, saying they all actively engaged and grew their horseracing product though their partnership with the industry. “Major new race sponsorships were secured and the sport repackaged some of its assets with the support of its betting partners,” the BHA report said. The positives for the BHA from the new Levy scheme are that every bet on UK horseracing by UK customers now generates revenue from the sport. The BHA estimates that the new scheme will raise between £85m-£95m in its first year of operation.Rust suggested that along with other key indicators such as recent rises in the number of horses in training and record racecourse attendances meant there was “good reason to feel optimistic about the future of our sport.”That optimism is shared by some of the bookmakers that had decided not to participate in ABP scheme. A spokesperson for William Hill agreed that the relationship between racing and betting could likely now be “re-set” now that the argument regarding long-term funding and the Levy were effectively settled.“We have a new chief executive, in Philip Bowcock, and we are keen to get down to business,” they said, adding that the appointment of Andy Clifton as the new racing director at the Racecourse Association (RCA) also boded well for the relationship between the two industries given his background working previously at Ladbrokes as well as the Hong Kong Jockey Club before he joined his current post as head of communications at Newbury Racecourse. However, it isn’t destined to be wholly plain sailing from this point onwards. Despite the European Commission giving the nod to the deal in April, there remains the possibility of legal action over whether the levy breaches EU state aid rules before the UK crashes out of the Union in March 2019.Writing ahead do this week’s general election in the UK, a note from law firm CMS and gambling consultancy Regulus Partners, noted that the Levy measures remained “controversial” and even without any legal challenges either domestic or European, it remained to be seen whether the new arrangements would “bed in” particular with tears to potential moves to remove the Levy board from the equation and form a new body to be called the Racing Authority.“Given how stalled the process of levy reform has been historically notwithstanding this development, it cannot be guaranteed that these further changes will ever see the light of day,” the CMS and Regulus report authors added._____________________The Sport of horseracing will have its own dedicated discussion track ‘Betting on Racing’ at the upcoming Betting on Sports Conference #Boscon2017 (13-15 September, Olympia London).
